Secure Software Development Practices for Generative AI and Dual-Use Foundation Models: An SSDF Community Profile

This document augments the secure software development practices and tasks defined in Secure Software Development Framework (SSDF) version 1.1 by adding practices, tasks, recommendations, considerations, notes, and informative references that are specific to AI model development throughout the software development life cycle. These additions are documented in the form of an SSDF Community Profile to support Executive Order (EO) 14110, Safe, Secure, and Trustworthy Development and Use of Artificial Intelligence, which tasked NIST with “developing a companion resource to the [SSDF] to incorporate secure development practices for generative AI and for dual-use foundation models.” This Community Profile is intended to be useful to the producers of AI models, the producers of AI systems that use those models, and the acquirers of those AI systems. This Profile should be used in conjunction with NIST Special Publication (SP) 800-218, Secure Software Development Framework (SSDF) Version 1.1:

Assessing Security Requirements for Controlled Unclassified Information

The protection of Controlled Unclassified Information (CUI) is of paramount importance to federal agencies and can directly impact the ability of the Federal Government to successfully conduct its essential missions and functions. This publication provides organizations with assessment procedures and a methodology that can be used to conduct assessments of the security requirements in NIST Special Publication 800-171, Protecting Controlled Unclassified Information in Nonfederal Systems and Organizations. The assessment procedures are flexible and can be customized to the needs of organizations and assessors. Assessments can be conducted as independent, third-party assessments or as government-sponsored assessments. The assessments can be applied with various degrees of rigor based on customer-defined depth and coverage attributes.

This publication provides federal agencies with recommended security requirements for protecting the confidentiality of CUI when the information is resident in nonfederal systems and organizations. The requirements apply to components of nonfederal systems that process, store, or transmit CUI or that provide protection for such components. The security requirements are intended for use by federal agencies in contractual vehicles or other agreements established between those agencies and nonfederal organizations. This publication can be used in conjunction with its companion publication, NIST Special Publication 800-171A, which provides a comprehensive set of procedures to assess the security requirements.

This Product Development Cybersecurity Handbook will describe concepts important to developing and deploying secure IoT products for any sector or use case, including discussion of IoT Product architecture, deployment, roles and cybersecurity perspectives. This publication extends and elaborates on NIST’s prior work related to development of IoT products. In addition to discussing the concepts, this publication also demonstrates their application and discusses how satisfaction of cybersecurity in IoT products can be approached.

The NIST Cybersecurity Framework (CSF) 2.0 provides guidance to industry, government agencies, and other organizations to manage cybersecurity risks. It offers a taxonomy of high-level cybersecurity outcomes that can be used by any organization — regardless of its size, sector, or maturity — to better understand, assess, prioritize, and communicate its cybersecurity efforts. The CSF does not prescribe how outcomes should be achieved. Rather, it links to online resources that provide additional guidance on practices and controls that could be used to achieve those outcomes. This document describes CSF 2.0, its components, and some of the many ways that it can be used.

OT encompasses a broad range of programmable systems and devices that interact with the physical environment (or manage devices that interact with the physical environment). These systems and devices detect or cause a direct change through the monitoring and/or control of devices, processes, and events. Examples include industrial control systems, building automation systems, transportation systems, physical access control systems, physical environment monitoring systems, and physical environment measurement systems. The document provides an overview of OT and typical system topologies, identifies common threats and vulnerabilities to these systems, and provides recommended security countermeasures to mitigate the associated risks.

De-Identifying Government Datasets: Techniques and Governance

De-identification is a general term for any process of removing the association between a set of identifying data and the data subject. This document describes the use of deidentification with the goal of preventing or limiting disclosure risks to individuals and establishments while still allowing for the production of meaningful statistical analysis. Government agencies can use de-identification to reduce the privacy risk associated with collecting, processing, archiving, distributing, or publishing government data. Previously, NIST IR 8053, ""De-Identification of Personal Information,"" provided a detailed survey of deidentification and re-identification techniques. This standard specifies a suite of algorithms that can be used to generate a digital signature. Digital signatures are used to detect unauthorized modifications to data and to authenticate the identity of the signatory. In addition, the recipient of signed data can use a digital signature as evidence in demonstrating to a third party that the signature was, in fact, generated by the claimed signatory. This is known as non-repudiation since the signatory cannot easily repudiate the signature at a later time.

Enterprise patch management is the process of identifying, prioritizing, acquiring, installing, and verifying the installation of patches, updates, and upgrades throughout an organization. Patching is more important than ever because of the increasing reliance on technology, but there is often a divide between business/mission owners and security/technology management about the value of patching. This publication frames patching as a critical component of preventive maintenance for computing technologies – a cost of doing business, and a necessary part of what organizations need to do in order to achieve their missions. This publication also discusses common factors that affect enterprise patch management and recommends creating an enterprise strategy to simplify and operationalize patching while also improving reduction of risk. Preventive maintenance through enterprise patch management helps prevent compromises, data breaches, operational disruptions, and other adverse events.
